Drew Conrad

Director, CEcD, CERP, EGc(MR)

As the director of IDM, Drew brings over 26 years of experience in statewide economic development planning and research. Drew facilitates strategic planning and regional economic research for communities and economic development organizations. He designs, delivers and provides follow-up support for economic development services including strategic and short-term planning, community assessments, cluster analysis, target industry analysis, supply chain mapping and other applied research projects. Applied research projects he has undertaken include the development of the laborshed methodology now used by Iowa Workforce Development (IWD). Drew has worked on collaborative projects with Iowa Workforce Development, Iowa Economic Development Authority, Iowa Department of Education, the U.S. Economic Development Administration, the Center for Regional Economic Competitiveness, the Council for Community and Economic Research and the Labor Market Information Institute. Drew is a Certified Economic Developer (CEcD), a Certified Economic Research Professional (CERP), a graduate of the Economic Development Institute (EDI) at the University of Oklahoma and holds a Market Research Certification (EGcMR) from the National Economic Gardening Institute.  He holds a BA in American History/Pre-Law and a Master’s in Public Policy (MPP). He is a Past Chair of the Council for Community and Economic Research (C2ER) and is a Past-President of Professional Developers of Iowa.

Cindy Angel

Research Manager, CERP, EGc(MR) 

As the Research Manager of IDM, Cindy has been on IDM’s staff for over 20 years. As Research Manager, Cindy is responsible for completing a variety of primary and secondary community and economic development research projects including Target Industry Analysis studies, supply chain research, economic impact analysis reports, community assessments, cluster analysis studies, demographic profiles, community metrics reports, and the Iowa Business Council’s Competitive Index. She also coordinates data collection for the state of Iowa for the Location One Information system (LOIS), a database containing information for business site locators. Cindy’s research projects include: community layoff and crisis response, barge transportation in Iowa, speculative buildings in Iowa, and labor force trends.

James Hoelscher

Senior Program Manager, CEcD 

As Senior Program Manager of IDM, James provides consultation to rural/urban community and economic development organizations undertaking strategic planning related to entrepreneurship, business retention, industry recruitment, community-wide planning, marketing, tourism, and organizational structure. He coordinates UNI’s Economic Development Administration University Center and is the Director of the Heartland Economic Development Course.  James is a Certified Economic Developer (CEcD), is a member of the International Economic Development Council, and holds a Master’s Degree in Public Policy.  He serves on the executive committees of the Professional Developers of Iowa and Iowa Rural Development Council, as well as a taskforce member of the Iowa Governor’s Empower Rural Iowa Initiative.

Karla Organist

Program Manager, CEcD 

As a Program Manager at IDM, Karla assists communities, economic development organizations, and other nonprofits with strategic planning at varying levels of focus including community or region-wide planning, organizational planning, and workforce planning.  She has additional responsibilities as assistant director for the Heartland Economic Development Course and as a team member on UNI's EDA University Center project.  Karla has previous work experience in economic development; comprehensive, housing, hazard mitigation and transportation planning; entrepreneurship; and business consulting and financial training for childcare businesses.  Karla is a Certified Economic Developer (CEcD) and holds a Master’s Degree in Community Development.  She is a member of Professional Developers of Iowa (PDI), the International Economic Development Council (IEDC) and the National Rural Economic Developers Association (NREDA).  She also serves as a board member for Iowa’s Region 7 Workforce Investment Board, and sits on the Main Street Waterloo Promotions Council.

Darcy Wiegmann-Dally

Office Manager

Darcy is at the center of IDM, working to keep everything in balance and everyone interconnected. Darcy’s responsibilities range from maintaining accurate and timely financial records to desktop publishing to coordinating conference arrangements.
